Aims:

To develop the unique maritime character of Keelung City, promote island shore fishing leisure activities, and aim to make Keelung Island an international shore fishing venue. This event is organized to stimulate the development of the marine leisure industry, with the goal of fostering camaraderie and technical exchange among fishing enthusiasts and promoting the concept of natural environment preservation and sustainable resource utilization among the public.

Competition Dates:

Preliminary Round: October 14, Year 2023 (Saturday) 4:30 AM – 4:00 PM.

Final Round: October 15, Year 2023 (Sunday) 4:30 AM – 4:00 PM.

Registration Methods:

This event is divided into team and individual competitions, and online registration is mandatory for all participants. Participants can refer to the event’s official website (https://keelungrockfishing.transee.tw/) for registration information and fill out the required details according to the regulations.

Both team and individual competitions will run concurrently, and participants in the team competition are still eligible for the individual competition.

Registrants must make the payment to the designated account within 48 hours. The organizing committee will review the registrations based on the order of payments. Those who fail to make the payment within the specified period will have their registrations canceled, while those who exceed the deadline will receive a refund, and their spots will be released.

The organizer reserves the right to make final adjustments to the number of team and individual participants based on registration status.

Registration Period:

From 10:00 AM on September 6, Year 2023, to 12:00 AM on September 30, Year 2023. Online registration is mandatory, and if the maximum number of participants is reached during this period, registration may close early.

Qualifications:

Participants must possess a valid Keelung City island shore fishing permit (valid until the event date). Participants aged 16 to 20 must submit a letter of consent from their legal guardian.

Players who need to obtain a three-year shore fishing permit (NT$750 per permit) can apply for payment on the “Keelung City Island Shore Fishing Information Platform” (https://rockfish.klcg.gov.tw/web/login.html).

Competition Quota:

This competition includes both individual and team group competitions, with a maximum of 84 participants allowed for both.

Registration Fee:

NT$3,500 per person.

Discount for foreigners is NT$2,000 per person.

Registration fee includes:

  • Ferry fees for both days of the competition.
  • Relevant insurance coverage (comprehensive event and personal insurance).
  • Bait.
  • Meal boxes for embarking and disembarking.
  • Participant’s dinner.
  • Event expenses.

Team Competition:

Teams are limited to three members each. Teams from various domestic fishing clubs and groups are welcome to register. A total of 15 teams, comprising 45 participants, are expected to participate, with registration on a first-come, first-served basis.

If the maximum number of teams (15) is reached, the organizer may consider opening additional team slots based on the registration status for the individual competition.

Priority in team registration is given to teams from the same fishing club or group. If multiple teams from the same club or group wish to register, they can register as backup teams. After the registration deadline, if there are vacant slots, they will be allocated based on the order of priority for backup teams.

Team scores will be calculated based on the first-day competition results. The cumulative individual scores of team members will determine the team’s ranking. Participants earn 3 points for each win, lose 2 points for each loss, and 1 point for sudden death victories.

In case of a tie in total team scores, the rules for fish species scoring in this year’s competition will be applied, comparing the total number and weight of fish caught.

The top three teams in the team competition will be awarded. The champion team will receive NT$30,000, a team competition trophy, and a certificate for each team member. The second and third-place teams will receive NT$20,000 and NT$10,000, respectively, along with certificates for each team member.

Individual Competition:

There will be a maximum of 27 participants in the individual competition, with registration on a first-come, first-served basis.

The first-day competition follows a 2-win elimination format. Participants will be assigned to groups and fishing locations through a draw when registering. Those who win two matches in their group (maximum of 6 participants per group, with 24 advancing) will proceed to the second-day competition.

The second-day competition begins with a single-elimination format for the top 24 participants. The winners of the first round advance to the upper half of the quarter-finals, and the winners of the second round advance to the lower half.

The quarter-finals feature a ranking system, and the competition will move to the final fishing spot based on the results of the previous rounds. The upper half competes for positions 1-4, and the lower half competes for positions 5-8.

The scoring method for individual competition follows this year’s fish species scoring rules. In the event of a tie at the end of the match time, a sudden-death match of 30 minutes will be held among tied participants. The winner will be determined based on the first fish caught, regardless of species, with a minimum length of 15 cm and must be a scaled fish.

The top eight participants in the individual competition will be awarded prizes. The top four will receive cash prizes and trophies, while the fifth to eighth-place participants will receive cash prizes and certificates. Further details on the awards will be provided in the following table.

The organizers reserve the right to evaluate the weather conditions and may announce whether the competition will proceed or if there will be changes to the competition dates and times three days before the event. The competition date and time may be adjusted based on on-site conditions.

Big Tail Prize:

Participants eliminated in the first day of competition can participate in the free fishing contest on the following day to compete for the Big Tail Prize. The winner will be determined based on the largest size of each of the three specified fish species caught (Thorn-tail bream; Black hairtail; White hairtail). In the case of a tie in size, the prize money will be shared equally among the winners.

Winners of the Big Tail Prize for each fish species will receive NT$5,000 in prize money and a Big Tail Prize certificate.

Check-in Information:

Check-in will take place on the morning of October 14 at 4:30 AM at the Badouzi Coast Center (No. 5, Huanghai Street, Zhongzheng District, Keelung City). Departure time is at 6:00 AM, and latecomers will not be accommodated.

Check-in Requirements:

Participants must present a valid shore fishing permit, a declaration form for Keelung City island shore fishing activities, an ID card or passport, and their registration number for check-in. Latecomers will have their numbers and locations drawn by the organizer without objection.

Safety Measures:

All participants must wear a life jacket in compliance with safety regulations (buckled securely) and non-slip spiked shoes (both must be provided by participants). These items must not be removed during boarding and the competition. Violators may be disqualified at the discretion of the referees.

The organizer has the right to assess weather conditions. In case of unfavorable weather conditions such as an average wind force of seven or above, maximum gusts of nine or above, or waves exceeding 1.5 meters, the organizer may announce the cancellation or adjustment of the competition date and time up to three days before the event.

Bait Regulations:

In the preliminary round’s first half, participants will be provided with one set of bait (one pack of fish powder and one block of Antarctic shrimp bait). Those who advance to the second half will receive a second set of bait, distributed uniformly by the referees. For the second-day final round and free fishing contest, participants will receive two sets of bait (two packs of fish powder and two blocks of Antarctic shrimp bait). Using bait from the bait boxes provided by the organizer for fishing is prohibited. Additionally, participants are not allowed to modify the bait provided by the organizer (e.g., boiling, adding attractants, glue, algae, etc.). The use of bait casting and bait cages is permitted, and referees will conduct inspections before boarding. If any unauthorized bait is used, the participant will be disqualified from that day’s competition.

The use of toxic or explosive bait, or any bait not specified in the competition rules, is strictly prohibited. Violation will result in immediate disqualification.

Competition Method: Shoreline Float Shore Fishing

Scoring Method:

Team Competition:

Team scores will be based on the results of the first day’s competition. Each team’s score will be the cumulative individual scores of its team members. Participants earn 3 points for each win, lose 2 points for each loss, and 1 point for sudden death victories.

In case of a tie in total team scores, the rules for fish species scoring in this year’s competition will be applied. This includes comparing the total number and weight of fish caught by each team.

Individual Competition:

The competition uses a weight-based scoring system. Fish must be at least 20 centimeters in length (excluding 20 centimeters) to be eligible for scoring. Fish below this length must be immediately released and will not be scored.

In the case of tied scores among participants who have not caught any fish eligible for scoring, a draw will be conducted by group. Each group will have one red-marked draw, and the participant who draws the red-marked draw will be declared the winner for that round.

  • 3 points per gram for the following fish species: Hairtail family (Black hairtail, White hairtail), Thorn-tail bream family (Piglet bream, Upside-down bream).
  • 2 points per gram for Yellow croaker.
  • 1 point per gram for Sturgeon, Redfin bully, Bluefin bully, Javelin grunt, Red snapper, Dark-banded fusilier, Red-tailed gudgeon, Pipefish, Spot-nosed gudgeon, Flyingfish, and Paraplesiops meleagris, among others.

Competition Rules:

  • Each participant is limited to one rod, one line, and one hook (with a spare rod allowed).
  • Participants must bring their own bait containers. After scoring, participants can return their caught fish to their bait containers; they will not be disqualified.
  • There are no restrictions on the type of fishing reel (spinning, baitcasting, fly, etc.).
  • Participants are prohibited from attempting to cast their lines before the start of the competition.
  • To preserve fish health, only single hooks are allowed; the use of treble hooks is strictly forbidden.
  • Fish must measure at least 20 centimeters from the snout to the tip of the tail (excluding 20 centimeters) to be scored. Any fish that doesn’t meet this standard must be immediately released.
  • Dead fish will not be scored, and undersized or protected species must be released immediately.
  • Participants must independently complete the landing and lifting of the fish.
  • Only float fishing methods are allowed (e.g., bobber, underwater float, long float).
  • If the competition ends with a fish hooked, it will still be scored, but it must be landed within 3 minutes.
  • Participants must wear non-slip spiked shoes and a life jacket (buckled securely) throughout the competition. Violators will be disqualified.
  • Participants who enter the water (up to knee depth) or fall into the water during the competition will be disqualified, and all catches will not be scored.
  • During the weighing of catches, no one except the participant and referees may touch the catches in any way, or they will not be scored.
  • Latecomers will have their numbers and locations drawn by the organizer without objection.
  • Referees may issue warnings or disqualify participants who violate competition rules.
  • Alcohol consumption and alcoholic beverages are strictly prohibited during the competition, and participants must carry their own cigarette boxes. Littering cigarette butts is also prohibited, and violators will be disqualified.
  • Participants who do not advance to the second half on the first day will be transported back to the Badouzi Coast Center to rest.
  • The organizer reserves the full discretion to make decisions regarding the competition.
